Saskatchewan Immigrant Nominee Program (SINP)
Saskatchewan is looking for immigrants who can help expand and diversify their growing economy. SINP provides expedited immigration processing, in affiliation with Immigration, Refugees and Citizenship Canada (IRCC), for internationally educated and trained workers.
Each of Canada’s provinces has its own need of different categories of immigrants based on its economic needs such as skilled workers, Business professionals and others such as Students, Health Professionals & Farmers etc.
The Saskatchewan Immigrant Nominee Program (SINP) currently has three categories for provincial nomination:

Young Farmer Stream
International Skilled Worker Category:
This SINP is for foreign skilled workers who want to live and work in Saskatchewan.
International Skilled Worker: Employment Offer
This sub category is for skilled workers who have a Job offer from an employer in Saskatchewan and meet the relevant requirements.
Prospective applicants may be eligible under this category if they meet the following criteria:
- Met the IRCC’s Express Entry pool requirements and have Express Entry Profile Number and Job validation code.
- Live outside of Canada or have proof of legal status in Canada.
- Obtain a score of at least 60 points on a 100 point assessment SINP grid.
- Possess at least one year of work experience in the past ten years in intended occupation.
- Score a minimum of CLB 4 in all 4 language abilities.
- Present one of the following:
- A permanent, full-time job offer in a Skilled occupation NOC 2021 TEER Level 0,1,2, or 3 from an approved Saskatchewan employer; or a designated Trade.
- Proof that they meet the following requirements:
- Field of education is in a skilled occupation.
- Completed post-secondary education of at least one year in length.
- Proof of appropriate Saskatchewan qualification if occupation is regulated.
- Obtained the appropriate Saskatchewan licensure to be able to work in that profession before you apply.
- Proof of settlement funds and a settlement plan.
International Skilled Worker: Occupation In Demand
This sub category is for skilled workers who don’t have a Job offer from an employer in Saskatchewan but are highly skilled in an In Demand occupation in the province.
Prospective applicants may be eligible under this category if they meet the following criteria:
- Met the IRCC’s Express Entry pool requirements and have Express Entry Profile Number and Job validation code.
- Live outside of Canada or have proof of legal status in Canada.
- Obtain a score of at least 60 points on a 100 point assessment SINP grid.
- Possess at least one year of work experience in the past ten years in intended occupation.
- Applicants do not need a Job offer.
- Score a minimum of CLB 4 in all 4 language abilities.
- Present one of the following:
- Be in a highly Skilled occupation level NOC O, A or B or a designated Trade.
- Proof that they meet the following requirements:
- Field of education is in a skilled occupation.
- Completed post-secondary education of at least one year in length and earned a diploma or degree.
- Proof of appropriate Saskatchewan qualification if occupation is regulated.
- Obtained the appropriate Saskatchewan licensure to be able to work in that profession before you apply.
- Occupation is in SINP In Demand Occupation List.
- Proof of settlement funds and a settlement plan.
- Application Fee of $ 300.
International Skilled Worker: Saskatchewan Express Entry
International Skilled Worker: Saskatchewan Express Entry
This sub category is for highly skilled workers in Demand Occupations who want to live and work in Saskatchewan and meet the IRCC’s Express Entry pool requirements. There are 43 in demand occupations of which 20 occupations do not require any specific Professional licensure while the other 23 occupations do require some form of licensure.
Prospective applicants may be eligible under this category if they meet the following criteria:
- Met the IRCC’s Express Entry pool requirements and have Express Entry Profile Number and Job validation code.
- Live outside of Canada or have proof of legal status in Canada.
- Obtain a score of at least 60 points on a 100 point assessment SINP grid.
- Possess at least one year of work experience in the past ten years in intended occupation.
- Two years of work experience in a skilled trade in the past five years.
- Applicants do not need a Job offer.
- One year of work experience in Canada in a trade in the past three years.
- Score a minimum of CLB 7 in all 4 language abilities on Language test.
- Present one of the following:
- Be in a highly Skilled occupation level NOC O, A or B or a designated Trade
- Proof that they meet the following requirements:
- Field of education is in a skilled occupation.
- Completed post-secondary education of at least one year in length and earned a diploma or degree.
- Proof of appropriate Saskatchewan qualification if occupation is regulated.
- Obtained the appropriate Saskatchewan licensure to be able to work in that profession before you apply.
- Occupation is in SINP In Demand Occupation List.
- Proof of settlement funds and a settlement plan.
- Application Fee of $ 300.
Neither SINP Sub category of International Skilled Worker: Occupation In Demand and International Skilled Worker: Saskatchewan Express Entry requires a Job offer from applicants in order to apply.
International Skilled Worker: Health Talent Pathway
The eligibility criteria for this Health Talent pathway varies depending on whether the candidate has an application in the federal Express Entry application pool or not.
Some criteria are the same for both subcategories, such as:
- Being eligible for Saskatchewan licensing (if applicable to their occupation)
- Having a post-secondary education that relates to the job they have been offered Attesting to their intent to work and reside in Saskatchewan.
Candidates who are not eligible for Express Entry must also have an English and/or French language score of at least CLB 5.
They must also meet the following work experience requirements:
- If applying from within Saskatchewan: Currently working in Saskatchewan have worked six months (780 hours) of full-time (30+ hours per week) work experience in the job with the employer that has provided the Job Approval Letter.
- The work experience does not need to be consecutive work experience in either case.
- If they have not been working for their supporting employer full-time for at least six months, then they must have at least one year of work experience in their occupation within the last five years
Candidates with profiles in the Express Entry application pool must
- Have a valid Express Entry Profile Number and Job Seeker Code.
- Have an English and/or French language score of Canadian Language Benchmark (CLB) 7 or higher.
- Meet the following work experience requirements:
- If applying from inside or outside of Canada: One year of high-skilled related work experience in the past five years in their intended eligible occupation.
Saskatchewan Experience Category (SINP)
This program is for foreign skilled workers who are currently living and working in Saskatchewan on a valid work permit and would like to apply for Permanent Residency through the SINP.

Existing Work Permit
Existing Work Permit stream applicants must meet the following criteria:
- Have a valid work permit
- Have a valid SINP Job Approval letter.
- Have a full time permanent job offer from a Saskatchewan Employer.
- Demonstrate that they have worked in Saskatchewan for at least six months in an NOC O, A or B level job, or a designated Saskatchewan trade.
- Proof of appropriate Saskatchewan qualification if occupation is regulated.
- Meet minimum language requirements.
- Provide proof of legal status in Canada.
- Provide proof that they are not refugee claimants.
Health Professionals
This stream is for skilled workers such as Physicians, Nurses and other Health Professionals who have been working Full time for at least six months in Saskatchewan.
Health professionals have to meet the following criteria:
- Proof that they have been practicing in Saskatchewan for at least six months.
- Physicians , Nurses and other health professions should have a qualifying offer of employment.
Hospitality Sector Pilot Project
Applicants in this stream have to meet the following criteria:
- Currently working in Saskatchewan on valid work permit.
- Have a Permanent job offer from SINP Hospitality approved Employer.
- Jobs should Fall under one of the following NOCs.
- Food/Beverage Server (NOC6413)
- Food Counter Attendant/Kitchen Helper (NOC6711)
- Housekeeping/Cleaning Staff (NOC 6731)
- Be working with SINP Hospitality approved Employer in one of the above NOCs in Saskatchewan for at least six months.
- Have completed High school education or equivalent.
- Meet minimum language requirements.
- Have a valid SINP Job Approval letter.
Long Haul Truck Driver Project
Long haul truck drivers can work in Saskatchewan for approved trucking firms on a foreign work permit and, if offered permanent employment by their employer and working for a minimum of six months may apply to the SINP for permanent resident status in Canada.
Long Haul Truck Drivers have to meet the following criteria:
- Have a job offer of full-time, permanent employment from a Saskatchewan trucking firm approved under this category.
- Be working on a temporary work permit for an approved Saskatchewan trucking firm for a minimum of six months;
- Posses a current Trucking license equivalent to a Saskatchewan Class 1A drivers license.
- Establish their English language ability such as speaking and reading English with reasonable fluency. Pass an International English Language Testing System (IELTS) at level CLB 4 or greater.
- Have a valid SINP Job Approval letter.
- Qualified to receive a security clearance and visa eligibility for travel to the United States.
International Students
This SINP Stream allows students who have graduated from a recognized, Saskatchewan post-secondary educational institution and worked for at least six months for a Saskatchewan employer under a IRCC Post-graduation work permit in a field related to their education to apply for Nomination under SINP and become landed immigrants in Canada.
This stream is for International Students who have graduated from a recognized post secondary institution in Saskatchewan or elsewhere in Canada and want to apply for Nomination by SINP program.
Students who have graduated from a recognized post secondary institution in Saskatchewan
Applicants in this stream have to meet the following criteria:
- Applicant has graduated from a program of at least one academic year (8 Months) of full-time study in Saskatchewan and has received a certificate, diploma, or degree from a recognized Saskatchewan post secondary educational institution.
- Have at least six months work experience (for Saskatchewan graduates) or 12 months work experience (for Canada graduates) in Saskatchewan.
- Eligible types of work experience include: On Campus, Off Campus, Co-op Terms, Graduate fellowships and Work experience gained through Post-Graduate Open Work Permit in Saskatchewan.
- Have applied for a Post-Graduate Open Work Permit.
- Have a qualifying Permanent job offer in field of study from a Saskatchewan employer in a Skill level NOC O, A or B or designated Trade.
- Have a valid SINP Job Approval letter.
- Meet minimum language requirements.
Students who have graduated from a recognized post secondary institution in Canada
Applicants in this stream have to meet the following criteria:
- Graduated from a Post-secondary institution in Canada ( except Saskatchewan ) with a one year of Full time study with a Certificate, diploma or degree.
- Applied or Have a Post-Graduate Open Work Permit.
- Have worked after graduation with Post Graduate Work Permit for at least 6 months in Saskatchewan in a position related to the study.
- Eligible types of work experience include: Work experience gained through Post-Graduate Open Work Permit in Saskatchewan.
- Have a qualifying Permanent job offer in field of study from a Saskatchewan employer in a Skill level NOC O, A or B or designated Trade.
- Have a valid SINP Job Approval letter.
- Meet minimum language requirements.
Agriculture Talent Pathway
This pathway is for Agricultural Workers who:
- Have a SINP-approved job offer letter to show proof of employment
- Meet the relevant eligibility criteria
- Have a language score of at least Canadian Language Benchmark (CLB) 4.
- Have completed secondary school (high school) or higher level education.
- Have at least one year of full-time work experience in the past three years (in your intended occupation); or six months (780 hours) of full-time (30+ hours per week) work experience in the job with the employer that has provided you the Job Approval Letter.
- Attest to your intent to work and reside in Saskatchewan.
- Have an offer for an eligible permanent, full-time agricultural sector job in Saskatchewan.
Entrepreneur Category:
This SINP is for foreign Entrepreneurs who want to start a business in Saskatchewan.
Entrepreneurs:
Entrepreneurship means establishing a new business, purchasing an existing business, or entering into a joint venture or partnership.
There are 3 steps to the Nomination process:
- Expression of Interest (EOI)
- EOI Selection and Invitation to Submit an application and
- Nomination
In addition applicants must meet the following criteria:
- Have a minimum of 3 –5 years of business experience or management background.
- A minimum personal net worth of CDN $500,000.
- Willing to invest a minimum amount of CDN $300,000 in Regina or Saskatoon or a minimum of CDN $200,000 in other Saskatchewan communities in a proposed business or buying outright an existing business.
- Conduct a Exploratory Visit to Saskatchewan that includes a Visitation Seminar and interview with a SINP Business Immigration Officer;
- Provide evidence of their knowledge about Saskatchewan.
- Business Establishment Plan which provides assessment of business opportunities along with level of investment, type of industry and professional advisers in Saskatchewan.
- Intend to own 33.33% of their business or invest at least $1 Million into business.
- Make $75,000 “good faith” deposit that is refunded once business is established & sign a Performance agreement.
- Fulfill terms of Performance agreement within 2 years of landing or deposit will be forfeited.
- Create 2 employment opportunities for Canadian residents.
- Play an active role in the management and direction of business.
Application Process:
There are 4 steps to the Nomination process:
- Expression of Interest (EOI)
- EOI Selection and Invitation to Submit an application
- Business Establishment and
- Nomination
To submit an EOI to the SINP, an applicant must:
- Meet the minimum criteria
- Complete the Points Assessment Grid in order to be scored once EOI is in a pool of applicants.
- Information is assessed and ranked in pool of applicants.
- Candidates are then selected from the EOI system based on the highest score.

Selected candidates are invited to apply to the SINP.
The first step is visiting Saskatchewan to gather information about your Business Proposal. During your visit, you will have to meet with representatives from the SINP and a variety of relevant organizations.
International Graduate Entrepreneur
An applicant must be an International Student graduating from a Saskatchewan institution who wants to become an Entrepreneur.
The minimum eligibility criteria to submit an Expression of Interest (EOI):
- The applicant should be at least 21 years of age
- Has completed a Full time post-secondary degree / diploma of at least 2 years from an eligible Saskatchewan institution
- Have a valid Post Graduate Work permit
- Has lived in Saskatchewan during their academic program
- Has a minimum Canadian Language Benchmark (CLB) level of 7
International Graduate Entrepreneur Process

Farm Owner/Operator Category
This SINP is for experienced farmers who plan to buy and operate a Farm in Saskatchewan.
Farmer
Young Farmer Stream
FARMERS:
Farmers are individuals with proven experience in farming, considerable capital available to invest in a farming operation, and who have made a signed offer to purchase land for a farming function in Saskatchewan.
The eligibility criteria for the Farmer category are as follows:
- Applicants must provide financial documents showing a net worth of $500,000.
- Make a “Good faith” refundable deposit of $75,000 and must sign a Performance Agreement attesting to purchasing a farm operation in Saskatchewan. Deposit will be forfeited if the terms are not met within two years of landing.
- Exploratory visit to Saskatchewan for 5 days to explore farming opportunities that also includes an interview with a SINP official.
- Applicants must provide documentation such as Farm operation knowledge and experience that demonstrates that they are knowledgeable farm operators.
- A Proposal for Saskatchewan FARMING opportunity.
- Score at least 55 points on the Farm Owner/Opeartor Category Intent Grid.
The Farm Owner/operator category is restricted to proprietary businesses that include primary agricultural production. Other Agri-business operations may qualify under the Entrepreneur category of the SINP.
Young Farmer Stream
The Young Farm Owner/operator category is for young families to establish their lives and farming operations in rural areas of Saskatchewan.
The eligibility criteria for the Young Farmer category are as follows:
- Have a personal net worth of $300,000 CAD.
- Net worth should have been obtained legally.
- Must be under age 40
- Have a minimum of three years farm ownership, farm management or practical farming experience.
- Submit a proposal for commercial farming opportunity in the province that would at least generate a annual revenue of $ 10000.
- Must make a minimum equity investment of $150,000 CAD in a new or existing farming operation in Saskatchewan.
- Must make a $75,000 CAD refundable deposit into the Saskatchewan Entrepreneur Trust Fund.
- Sign a Business Performance Agreement.
- Must have marketable employment skills, based on education and experience that allows supplementing your farming income.
- Conducted an exploratory visit to Saskatchewan that lasts at least five days.
- Meet with a SINP official to discuss your Proposed farm operation.
- Application processing fee of $ 2500.
Saskatchewan PNP Expression of Interest (EOI)
Express Entry candidates must register an Expression of Interest (EOI) profile to be considered for provincial nomination from Saskatchewan.
Saskatchewan switched its International Skilled Worker Express Entry and Occupation In demand categories into an Expression of Interest (EOI) system and gave invitations to Candidates registered under Express Entry.
Saskatchewan EOI creates a pool of candidates taking into account their education, work experience and proficiency in English/French which determines a candidates score and ranking in the pool.
Express Entry Candidates must have work experience in a high skilled occupation that’s considered In-Demand in the province apart from other criteria. A Job offer in Saskatchewan is not required.
Work experience in an Occupation on the Demand list is a requirement for both SINP’s Express Entry and Occupation In Demand sub categories. The In Demand Occupation List can be changed periodically based on the number of invitations issued and labor market demand in Saskatchewan.
Expression of Interest (EOIs) are reviewed and assigned points based on six selection factors such as age, language, education, work experience, employment, and adaptability. Based on Saskatchewan PNP”s EOI Points grid candidate profiles that score at least 60 points are then entered into the EOI pool of candidates.
Candidates who rank high with potential to become economically established in the province are then invited to apply for a Provincial nomination through regular draws from the pool. Those who receive an Invitation To Apply have 60 days to submit a Complete application for a Provincial Nomination.
Those candidates who receive a Provincial nomination are awarded an additional 600 points towards their Express Entry ranking score. This helps them move to the front of the line for an Invitation to apply for Canadian Permanent residence.
Saskatchewan Express Entry linked Immigration stream allows it to nominate candidates in the Federal Express Entry system for Canadian Permanent Residence.
International Healthcare Worker EOI Pool:
Health workers have to create an Expression of Interest (E)OI) profile if interested in working in Saskatchewan and who would like to be contacted about job opportunities relevant to their skill set by the SINP or Health sector employers.
Those who have the skills needed will be contacted with job posting information, identifying where and how to apply for a job opportunity.
Tech Talent Pathway:
Tech Talent Pathway is for highly skilled technology and innovation sector workers who have an offer for a skilled job, meet eligibility and intend to reside in Saskatchewan.
Eligibility Criteria are:
- Met the IRCC’s Express Entry pool requirements and have Express Entry Profile Number and Job validation code.
- Have a job offer for an eligible permanent, full time technology or innovation sector job in Saskatchewan
- Have a language test result that meets the language requirements
- One year of high skilled related work experience in the past 5 years in your intended eligible occupation
- Have a post secondary education that relates to the job offered
- Be eligible for Saskatchewan licensing
- Intent to work and reside in Saskatchewan
