New Brunswick Provincial Nominee Program (NBPNP)

New Brunswick Provincial Nominee Program (NBPNP) recognizes that immigration is a resource of skills, entrepreneurship, expertise, global relations, and capital, which helps generate added employment and investment. New Brunswick keenly seeks qualified immigrants who will fill labour market shortages, or create employment and business prospects through the Provincial Nominee Program.

The New Brunswick Provincial Nominee Program (NBPNP) includes the following streams:

Express Entry Applicants Skilled worker with Employer Support
Entrepreneurial Stream Skilled worker with Family Support
Strategic Initiative Stream Critical Worker Stream

Express Entry Applicants

Express Entry New Brunswick Labor Market Stream [EE LMS]

Potential applicants should complete an Expression of Interest (EOIs), submit it to the NBPNP. Of this, the highest ranked will be selected to apply to the EE LMS.

Expression of interest forms will be assessed and ranked according to:

  • Highest score
  • Evidence of training and experience in a high priority sector as determined by the Province
  • Demonstrated ability to become economically established in the Province
  • The high likelihood of contributing to the Provincial labor market and economy in a positive way.

If an applicant’s Expression of Interest (EOI) is successful, they can apply in two ways:

  • Directly to the NBPNP, or
  • Enter the Express Entry pool and be selected by the NBPNP.

The Eligibility Criteria to be considered for an applicant are:

  • Must be between 22 and 55 years old
  • Meet Canadian Language Benchmark (CLB) level of 7 in all four language skills: reading, writing, listening and speaking
  • Have a secondary school graduation certificate, secondary school diploma or high school equivalency certificate or more
  • Have at least one year of continuous full-time experience in NOC Skill level occupation O,A or B
  • Proof of adequate settlement funds
  • Submit a commitment to Live and work in New Brunswick
  • Obtain a minimum score of 67 out of 100 points to meet IRCC’s FSW program requirements
  • CAD $250 processing fee charged by the NBPNP
  • Enter the Express Entry pool and be selected by the NBPNP

Process involves:

  • Submit Immigration application to the Express Entry system
  • NBPNP will assess your application
  • NBPNP will confirm nomination within the Express Entry system.
  • Following acceptance of the nomination with the Express Entry system, applicant receives an Invitation to Apply for Permanent Residency by IRCC following an IRCC round of invitations.

New Brunswick Express Entry:

New Brunswick Express Entry linked Immigration stream allows it to nominate candidates in the Federal Express Entry system for Canadian Permanent Residence. Express Entry candidates must register an Expression of Interest (EOI) profile to be considered for provincial nomination from New Brunswick. In order to submit EOI candidates must meet the following criteria:

  • Applicant has an Express Entry profile & a Job seeker validation code
  • Currently living and working in New Brunswick
  • Submit letter of employment from Employer with their EOI
  • Occupation NOC Code to be included with their EOI
  • Language proficiency of CLB 7
  • Educational Credential Assessment (ECA) Report with EOI

Expression of Interest (EOIs) are reviewed and assigned points based on six selection factors such as age, language, education, work experience, employment, and adaptability. Based on NBPNP”s Points grid candidate profiles that score at least 67 points are then entered into the EOI pool of candidates.

Candidates who rank high with potential to become economically established in the province are then invited to apply for a Provincial nomination through regular draws from the pool. Applicants receive an Invitation To Apply (ITA) letter.

Applicants submits a full application to the NBPNP. Those candidates who receive a Provincial nomination are awarded an additional 600 points towards their Express Entry ranking score. This helps them move to the front of the line for an invitation to apply for Canadian Permanent residence.

Skilled Worker Applicants with Employer Support

Applicants must have a guaranteed job offer in their intended occupation to be considered for nomination by New Brunswick PNP.

In order to hire foreign skilled workers New Brunswick employers must demonstrate that they are having difficulty finding these skills in the local job market. As an applicant to this Program, one must make a pledge to settle permanently in New Brunswick and sign a declaration stating their intention to live and work in this province.

The Eligibility Criteria to be considered under this category for an applicant are:

  • Must be between 22 and 55 years old
  • Meet Language requirements through English test results to fulfill job duties
  • Have a secondary school graduation certificate, secondary school diploma or high school equivalency certificate or more
  • Have at least one year of continuous full-time experience in NOC Skill level occupation O,A or B
  • Offer of employment is genuine and job is in an area of skill shortage
  • Employment in intended occupation is consistent with employee’s education, training and experience
  • Employee must have relevant licensing & accreditation for that occupation
  • Are a full time employee of a New Brunswick company
  • Job must meet provincial employment standards and offer comparable industry rates of pay
  • Proof of adequate settlement funds
  • Employment fills a skills shortage in New Brunswick
  • Make a commitment to settle permanently in New Brunswick
  • Sign a declaration stating intention to live and work in this province.
  • CAD $250 processing fee charged by the NBPNP
  • Must obtain a minimum of 60 points on self assessment criteria

Each applicant is measured under five selection factors such as: Age, language skills, education, work experience, adaptability, etc. A minimum score 50 points is necessary for consideration for applicants under the NBPNP.

Skilled worker Applicants with Family Support

Family Support Applicants

Residents of New Brunswick who have been living in the province for an at least one year can assist family members to settle in New Brunswick.

The Eligibility Criteria to be considered are:

  • Applicant is a close relative of a Family supporter
  • Between the age of 22-50 years of age
  • Meet Language requirements through English test results to fulfill job duties in intended occupation
  • Have a degree of 3 years study awarded by a college or University or Diploma in a specific Trade recognized by a professional body
  • Possess relevant licensing & accreditation for that occupation
  • Have at least two years of continuous full-time experience in NOC Skill level occupation O,A or B in New Brunswick
  • Employment in intended occupation is consistent with employee’s education, training and experience
  • Make a commitment to settle permanently in New Brunswick
  • Adequate Settlement Funds to settle in New Brunswick
  • Settlement Plan approved by an Immigration Program Officer
  • CAD $250 processing fee charged by the NBPNP
  • The Family Supporter is assessed on their commitment to the immigration process and the successful settlement of their family member.

ENTREPREURIAL STREAM

Applicants must have an approved Business plan to do business in New Brunswick. A Business applicant who has been nominated under New Brunswick Nominee Program is totally expected to reside, work and conduct business in New Brunswick and become a permanent resident of this province. As an applicant to this Program, one must make a pledge to settle permanently in New Brunswick and sign a declaration stating their intention to live and work in this province.

The Eligibility Criteria to be considered as an Entrepreneurial applicant are:

  • Must obtain a minimum of 50 points on self assessment criteria
  • Be between 22 and 55 years
  • Have a secondary school diploma or more
  • Ability to speak English and/or French is critical to businessman’s success in NB
  • Have previous management experience with proven success as a senior executive for 5 years or business owner for 3 years
  • Business skills must be relevant to the proposed business in NB
  • Adequate Personal Net worth of $ 600000+ of which CAD $300000 must be liquid and unencumbered
  • Personal net worth requirement will vary based on business venture proposed
  • Sign a Business Performance Agreement with the New Brunswick Government and pay a deposit of $ 100000/-
  • Ample finances to support family for a period of up to two years
  • Participate in business in an active managerial role.
  • Commitment to settle permanently in New Brunswick
  • Sign a declaration stating intention to live and work in NB
  • CAD $2000 processing fee charged by the NBPNP
  • Mandatory Exploratory visit to New Brunswick followed by an Interview with an NBPNP official
  • Business Plan should show economic benefit to NB

Business applicants must have an approved Business plan to do business in New Brunswick.

Applicants must have an eligible connection to New Brunswick to submit an Expression of Interest (EOI).

Strategic Initiative Stream

This stream is for Francophone workers who have the skills, education and work experience to contribute to the province's economy, and who wish to live and work in the province permanently.

Minimum Requirements:

  • Must intend to reside in New Brunswick;
  • Must have a qualifying connection to New Brunswick;
  • Must have a minimum of Canadian secondary (high school) diploma or a foreign high school diploma equal to a Canadian credential;
  • Must have the required amount of settlement funds;
  • Must be between 19-55 years of age;
  • Must have valid language test scores in either French equal to a Niveaux de compétence linguistique canadiens (NCLC) 5.
  • Submit an Expression of Interest (EOI)

Critical Worker Stream

This program was introduced to allow designated employers in New Brunswick to recruit foreign talent to address their economic & workforce needs. This program helps fill labour gaps in several industries such as manufacturing, fisheries, food production, forestry, farming and many more.
