PRINCE EDWARD ISLAND PNP
The PEI PN Program is a joint responsibility, whereby the Province recruits, selects and nominates qualified immigrant applicants while the Federal government carrying out security and health background checks and endorsing Final approval.
The PNP expedites the immigration to Canada of individuals and their families to PEI who meet provincial criteria for various schemes to maintain:
- Business and economic development
- Meet skill shortages in Labour market
- Supply of skilled workers
- Enhance population; and
- Accomplish provincial demographic, social and cultural objectives
There are three PEI Nominee Program Categories:
Atlantic Immigration Pilot Program
This is an Employer driven Federal Immigration pilot program to help fill permanent labour shortages for businesses in PEI and support foreign nationals for Permanent residency.
Atlantic Immigration Pilot for Employers – Designation
Atlantic High Skilled Program | Atlantic Intermediate Skilled Program | Atlantic International Graduate Program |
An Employer of PEI has to meet the following eligibility criteria:
- Become a designated employer
- Want to hire full time international candidates
- Be in good standing of Provincial and Federal standards
- Demonstrate preparedness to receive and meet settlement needs of international candidates
- Understand and adhere to the reporting requirements of the program
Atlantic Immigration Pilot for Employers – Endorsement
An Employer of PEI has to meet the following eligibility criteria:
- Be a designated employer
- Submit a Endorsement application for every foreign national
- Complete Job offer template
- Foreign national approaches an approved Service Provider
- Foreign national gets a Settlement Plan Prepared
- Employer submits Job offer, endorsement application, and Settlement plan to PEI Office of Immigration
PEI Express Entry
An applicant can apply for a PEI Express Entry nomination for Permanent Residency through PEI PNP. An applicant’s nomination through PEI PNP will enhance their chances of being issued an Invitation to Apply (ITA) from IRCC.
An applicant has to meet the following eligibility criteria:
- Create a Federal Express Entry Profile and be placed in a pool of candidates
- Meet the requirements of at least one of the Federal Economic Immigration Programs:
- Federal Skilled Worker Program
- Federal Skilled Trades Program
- Canada Experience Class
- Applicant has to submit an Expression of Interest (EOI) in order to be selected to apply for the PEI Express Entry.
The following factors will increase an applicant’s chances of Nomination by PEI:
- Currently living and working in PEI
- Have strong Family connections to PEI
- Have work experience of at least 1 year in PEI
- Have a job offer in a high skilled position from PEI employer
- Have studied for at least 2 years in PEI
- Own a residential property in PEI
- Own a business in PEI
- Application Fee $300
Prince Edward Island Expression of Interest (EOI)
Prince Edward Island”s Express Entry Category is for Candidates with a profile in the Federal Express Entry System.
Express Entry candidates must register an Expression of Interest (EOI) profile to be considered for provincial nomination from PEI.
Expression of Interest (EOIs) are reviewed and assigned points based on six selection factors such as age, language, education, work experience, employment, and adaptability upto 100 points.
Candidates who rank high are then invited to apply for a Provincial nomination through regular draws from the pool. Those candidates who receive a Provincial nomination are awarded an additional 600 points towards their Express Entry ranking score. This helps them move to the front of the line for an invitation to apply for Canadian Permanent residence.
Prince Edward Island invites EOI from Candidates in the Federal Express Entry pool who do/do not have a job offer in the province. Sometimes it invites candidates who are deemed a potential match for their labour market needs – even if they have not submitted an EOI.
PEI PNP contacts Express Entry candidates who may be a match for labour market need in the province. PEI may contact candidates who have not submitted an Expression of Interest (EOI) if they have work experience required in the province.
Prince Edward Island Expression of Interest (EOI)
Step 1: Create an Account and submit your profile to the Expression of Interest system.
Step 2:The highest-scoring, qualified candidates with a connection to PEI will be invited to submit an application to the PEI PNP.
Step 3:After a thorough review of the paper application submitted to the Office of Immigration, Prince Edward Island Nominates successful candidates to apply to the Government of Canada for Permanent Residency.
International Graduates
The PEI PNP International Graduates stream is employer driven where PEI employers fill high skilled positions that are not available in the local job market.
An applicant must have the following requirements:
- Be between the ages of 21 and 59
- Must have a Permanent full time Job offer from a PEI Employer in skill type 0, A or B occupations
- Must have a minimum of 6 months work experience from a PEI employer in a position related their Field of Study
- Graduated within the past two years from full-time study at an accredited Canadian University or College of at least a 2 year diploma or degree program
- Have a valid Post Graduate work permit and legal status in Canada
- Score at least 50 points on the PEI PNP Self-Assessment form
- Be able to attend an Interview at PEI Office of Immigration
- Sufficient financial resources to pay and meet all settlement costs in PEI
- A command of the English and French language if required for the position; and
- Genuine intention to settle in Prince Edward Island
- Application fee of $300
Skilled Workers Outside Canada
The PEI PNP Skilled Worker stream is employer driven where PEI employers fill high skilled positions that are not available in the local job market.
Skilled worker category of the PEI PNP is mainly designed to help resolve labour and skill shortages on the island.
The Skilled worker eligibility criteria are:
- Be in the age group of 21-59 years
- Adequate language skills in English / French to perform the job offered
- Have a post secondary degree or diploma of 2 years
- Must have a Permanent full time Job offer from a PEI Employer in TEER Category 0,1,2 or 3
- Employment consistence with employees background such as education, training & experience
- Have Two years of Fulltime experience within the last 5 years
- Should meet relevant licensing requirements for that specific occupation
- Have legal status in country of residence
- Sufficient financial resources to pay and meet all settlement costs in PEI
- Employment fills skills shortage in PEI
- Be able to attend an Interview at PEI Office of Immigration
- Score at least 50 points on the PEI PNP Self-Assessment form
- Genuine intention to settle in Prince Edward Island
- Exploratory visit to PEI
- Application fee of $ 300
Skilled Workers on Prince Edward Island, Canada

The Skilled worker eligibility criteria are:
- Be in the age group of 21-59 years
- Adequate language skills in English / French to perform the job offered

Critical Workers
PEI Critical worker stream is employer driven where PEI employers fill low skilled positions that are not available in the local job market.
To qualify in the Critical Worker category, an applicant must have:
- Be between the ages of 21-59
- A PEI job offer in skill level C or D ( TEER 4 or 5) in one of the eligible occupations: Truck driver / Customer service representative / Labourer /Food & beverage server/ Housekeeping attendant
- Have at least Permanent or two years of full-time work experience within the past five years
- Have A minimum of 6 months work experience for a PEI employer
- Have a valid work permit and legal status in Canada
- Possess a minimum of High school education
- Provide Language Test results with CLB 4
- Sufficient financial resources to pay and meet all settlement costs
- Score at least 50 points on the PEI PNP Self-Assessment form
- Demonstrate intention to settle in Prince Edward Island
- Application fee of $ 300
ENTREPRENEUR

Work Permit Stream
The PEI PNP Work Permit Stream is for foreign nationals with extensive management or business-ownership experience who would like to move to PEI on a temporary basis to start their business, and eventually become a permanent resident.
The Eligibility Criteria for Nomination through the Work Permit are:
- Score at least 50 points on the PEI PNP Self-Assessment form
- Be 21-59 years of age
- Meet the age, education, work experience, adaptability and language skills necessary to establish and operate a business in Prince Edward Island
- Provide IELTS language test results with minimum CLB4
- Have a minimum education of high school equivalent
- Be eligible and willing to apply to CIC for approval of a work permit for the PEI business where the applicant intends to work and invest in
- Have a personal net worth of at least $600,000 CDN obtained legally
- Make a minimum investment of $150,000 CDN in a Prince Edward Island business
- Have management skills through past employment or business ownership experience
- Must Provide active and on-going management of the business from within Prince Edward Island
- Sign Performance Agreement with PEI office of Immigration
- Settlement proposal outlining the intention to move and settle in Prince Edward Island
- Submit a business plan after an exploratory visit to Prince Edward Island
- Application processing fee $10000
EXPRESSION OF INTEREST (EOI)
All applicants interested in applying for Permanent Residency through Business category, Express Entry or Labour Impact category must create an account and profile through Expression of Interest system.
If you meet the eligibility criteria above you will have to create a Profile in the Prince Edward Island Expression of Interest system. This indicates your interest in being considered to apply for the PEI PNP Business Category.
Based on the ranking under EOI points grid the highest scoring candidate will be invited to submit an application to the PEI PNP office.
Once the submitted application is successful, PEI Office of Immigration Nominates the candidate to apply for Permanent Residency with the Government of Canada.
